In 1992, the Oklahoma Israel Exchange (OKIE) was created by Gov. David Walters to stimulate mutually beneficial projects.

In 1994, the legislature established a permanent OKIE Commission to develop joint projects in energy, agriculture, trade, water use and conservation, and cultural and educational exchanges.

In 1996, OKIE was actualized by Gov. Frank Keating. In 1997, OKIE was established as an independent non-profit organization.

In 1999, The Oklahoma Department of Commerce Israel Office was established as a result of these efforts and is fully funded by OKIE.
